Two ways to keep CUI in a compliant cloud

PreVeil vs GCC High for CMMC

PreVeil vs Microsoft GCC High for CMMC: how each handles CUI, what it does to your scope, published pricing, and which fits a small defense contractor.

Key facts
  • GCC High replaces your Microsoft 365 tenant; PreVeil runs alongside the one you have
  • PreVeil lists its Gov Community tier, which includes CMMC support, as quote-only
  • Neither product satisfies the policy, physical and personnel requirements for you

Small defense contractors choosing where CUI should live usually end up comparing two approaches: move the company onto Microsoft 365 GCC High, or keep the existing tenant and put CUI in a separate encrypted service such as PreVeil. Both are used for CMMC Level 2. They solve the problem in different ways and suit different companies.

This is an independent comparison. CMMCAssessment.ai is not a reseller or partner of either vendor. Vendor claims are attributed and were checked against the vendors' own public pages on 22 October 2026; confirm current terms with the vendor before you buy.

The short answer

GCC High tends to fit when CUI is woven into everyday work across most of the company, when you need the full Microsoft 365 suite inside the boundary, or when a customer expects it. PreVeil tends to fit when only a small group of people handle CUI and you want to leave everyone else on the tenant they already use.

The deciding question is not which product is better. It is how many people and systems need to touch CUI. Answer that first using how to find CUI in your own systems.

What GCC High does to your scope

With GCC High the boundary is usually the whole Microsoft 365 environment, because users, mail and files all move. That is simple to explain to an assessor and keeps CUI inside one ecosystem. The cost is migration effort, licensing for everyone in the tenant, and the need for every connected tool, from the phone system to the CRM, to be checked against the boundary.

Microsoft verifies eligibility before it provisions GCC High, so expect some lead time. The enclave and GCC High guide covers where it fits in more detail.

What PreVeil does to your scope

With PreVeil the intent is an enclave: CUI is sent and stored inside PreVeil, and the commercial tenant stays out of scope as long as CUI genuinely never lands there. That is the whole bet. If engineers download drawings to local drives, forward them from ordinary mail, or sync them into another tool, the boundary widens back out and you are scoring those systems too.

PreVeil also sells a Compliance Accelerator, which it describes as pre-filled documentation including an SSP. Pre-filled documents are a starting point. An assessor tests what you actually do, so every statement has to be made true and specific to your environment. See the SSP template guide for what a defensible SSP contains.

What neither one does for you

  • Policies and procedures for all 14 control families.
  • Physical protection of the places CUI is used, including printed drawings.
  • Personnel screening and access removal when people leave.
  • Endpoint security, patching and logging on the devices that open CUI.
  • Incident response, including the 72-hour report to DoD under DFARS 252.204-7012.
  • An accurate, current SPRS score and the annual affirmation.

A cloud service can inherit or share a portion of the 110 requirements. It cannot satisfy them all. Whichever you choose, map which requirements the provider covers and which remain yours, and record that in the SSP.

How to decide

  • Count the people who genuinely need to read or edit CUI. A small number points toward an enclave; most of the company points toward GCC High.
  • List where CUI enters: email, customer portals, file transfers, physical media. Check each route works with the option you choose.
  • Check engineering and production workflows. CAD files, ERP systems and shop-floor machines often decide the boundary for you.
  • Ask both vendors for a quote based on the same user count and term.
  • Score the result with the SPRS calculator before you commit, so you know what remains your responsibility.

If you want help making the call, a CMMC readiness assessment starts with exactly this scoping decision and costs it out both ways. The CMMC cost guide shows how much the cloud choice moves the total.

Frequently asked questions

Is PreVeil FedRAMP authorized?

PreVeil describes its service as meeting the FedRAMP Moderate baseline equivalent and storing data in AWS GovCloud. Equivalency and authorization are different things. Ask for the body of evidence that supports the equivalency claim and check it against the DoD FedRAMP Moderate equivalency requirements.

How much does PreVeil cost?

On 22 October 2026 PreVeil listed its Business plan at $30 per user per month, its Gov Community tier (which includes CMMC and DFARS support) as quote-only, and PreVeil Pass at $450 per month for three Gov Community licenses plus the Compliance Accelerator. Confirm current pricing with PreVeil.

Do I need GCC High for CMMC Level 2?

No. CMMC does not require a specific product. Cloud services that store CUI must meet FedRAMP Moderate or equivalent under DFARS 252.204-7012. GCC High is one way to meet that; an enclave service is another.

Can PreVeil and GCC High be used together?

They are usually alternatives for the same job. Running both adds cost and widens scope unless there is a clear reason, such as a customer requiring GCC High for one program.
